New homes for the community in Harold Hill

BAYA Projects Limited on behalf of a local landowner is bringing forward proposals for approximately 120 sustainable homes, including 60 affordable homes for local people, at land off Lower Bedfords Road.

Families across Havering are being priced out of the communities they grew up in as housing pressure continues to intensify. Younger residents face rising rents, fewer affordable options and growing barriers to home ownership across Romford and surrounding neighbourhoods.

Havering is expected to deliver around 1,801 new homes every year, yet the borough has already fallen more than 5,555 homes behind target since 2016. Average house prices have climbed to around £450,000, while private rents now exceed £1,500 a month. Demand for affordable and family housing continues to rise sharply across Romford, Harold Hill and surrounding areas including Upper Bedfords. Without new homes in places like Upper Bedfords, more families will be forced to leave their community.

On behalf of a local landowner, BAYA Projects Limited is bringing forward proposals for approximately 120 new homes on land at Upper Bedfords, Romford. The proposals focus on a carefully planned part of the wider 48-hectare landholding adjoining the existing settlement boundary, creating a natural extension to Harold Hill. The site currently comprises open fields with mature trees and hedgerows around its edges, helping create a greener setting and softer transition into the surrounding landscape.

The proposals would be accessed from Lower Bedfords Road and sit within easy walking distance of local facilities, bus stops and existing footpaths. Nearby amenities include schools, community buildings, healthcare facilities, sports areas and local shopping facilities within Harold Hill. The proposals would also improve links towards Bedfords Park and support local services used by existing and future residents.

 

Council policy recognises the need for additional housing across Havering, while national policy supports well-connected homes in sustainable locations close to existing services and public transport. The proposals would include affordable homes, energy-efficient design, new landscaping and biodiversity improvements.

The proposals are at an early stage. The landowner wants to involve residents from the outset, so your feedback is important.

Energy-efficient homes, sustainable drainage features, renewable technologies and improved walking and cycling links are proposed throughout the development.

Biodiversity improvements

New landscaping, tree planting, ecological enhancements and biodiversity net gain measures would strengthen local wildlife habitats and green infrastructure.

The site

The site sits on the edge of Harold Hill between Lower Bedfords Road and Broxhill Road, adjoining existing residential areas including Sunset Drive. It currently comprises open farmland with varied topography, mature vegetation and surrounding green infrastructure. Existing footpaths and nearby public rights of way connect towards Bedfords Park and surrounding countryside. The proposals focus on a contained part of the wider landholding, creating a natural extension to the existing settlement while retaining substantial open green space across the wider site.

We’ve launched our consultation on our proposals for new homes in Havering. The consultation will run from 23rd May – 19th June, following which we will review all feedback received before submitting a planning application. You can provide your feedback via the feedback form on this website.
